Can someone please explain what this means? My NEW password should be at least 2 days old?

It’s simply saying that your old passwords cannot be reused if it is less than 2 days old (current time - time of last change of that password > 2 days ) and if it is not amongst your last 5 passwords.
and btw there is password policy filter in the domain settings which must be set by the network admins there at NVDA themselves
